According to him, it has been revealed that this programme is currently at different stages of implementation in different regions, especially in different sub-regions of regions.And in order to address this daunting situation, he said, there is a need for willpower and priority, as the food feeding programme is recognised as one of national importance. “It is a national policy, it is something that the President himself and the entire of Cabinet have wrestled with the whole concept and came up with an option to feed the children in nurseries and in grades one and two of the primary schools.”The feedback that has been emanating from some regions have not been encouraging, the Permanent Secretary lamented, even as he noted that many regions appear not to have the means to uplift supplies.However, without the supplies many undesirable circumstances can result. “There could be a backlog in things at the Depots, then there is the backlog in getting the things to the end users – the children who are the beneficiaries.”Kandhai appealed to the regional officials to take advantage of the regional offices in order to ensure that measures are in place to optimally support the feeding programme. “Take the initiative. Nobody will blame you if you hire a truck to collect your supply at a depot so that the schools may be in possession of these items. Because without that you wouldn’t have the other things flowing…”And then there is the problem associated with book distribution, Kandhai related. He stressed the point that such undertakings are the primary responsibility of the Regional administration. Accordingly, he highlighted the point that the region is expected to co-operate fully with the schools inspectorate unit which is now located at the Office of the President.“We support them administratively they are still in our budget agency but they work with the instructions of cabinet so they can at the behest of Cabinet they can go at any time to any school in any part of the country and if you are not ready when the report is submitted you may very well come in for a negative report.”He charged regional officials to be on the alert to ensure that schools are always in a state of readiness.
