Conklin is opposed to the ordinance, believing it would infringe with parents' and homeowners' rights. He wrote, "For many years, underage ingesting on private property have been beyond the limits of the authorities department. Common occurrences of your activity are high school sort parties where students would've parties at a private household, and there was alcohol functioned on the premises.
